Oneandoneonly, I don't  think JB likes you much for pointing out publicly a bad cop. Thank you for taking the time, reading a hard to read list and putting a date with a time so JB can track exactly who what when and where. It is sad to see how little JB cares about this issue. It may not important to most people, but every tow that this crooked cop gives the out of tow company takes away from the local ones that pay taxes here, has kids in the local schools and supports life in Pulaski county.

Localguy101, Thankyou for your support!

JB, you are always asking for specifics of name, date and time. I gave you everything but the name of the people involved. I just don't have access to your time cards. To point out the obvious, it should be a simple process of matching date and time to a time card to find the bad cop/dispatcher involved.

JB, Thanks for the list, but I have a  problem...

On July 25, 2012,  I was listening to the scanner and I heard them call for a Rothmund's truck. (it was noted on this website too here.. midway down page 46)

The situation that reminded me of this is your officer 337 stopped a vehicle for something and asked the dispatcher for a tow truck. After a few minutes delay, the dispatcher stated that Rothmund’s would be on their way. BTW Matrsnot, this was not a owner request.

But nowhere on the list was this call noted... can you please explain?

Based on the lists, either Poor Boys or Jacks should have been called. Rothmunds got a call 7/11 on one list and 7/15 on the other.  Even based on theory of differant list, Rothmund's should have not gotten the call.

BTW I posted at 11:47:55 PM and the call for the wrecker would have taken approx (up to) 30 minutes before hand. I have highlighted the time so you can track down who was working (both the distpatch er and officer) so you can ask what the issue is... and you can explain later. Maybe this is the personnel issue here?

The reason I am bringing this up is because if this call was missed, how many other calls are not listed? This would be strong point to the issues pointed out by localguy101.

I know that I am going to be odd person out here but I think ALL the police agencies should impound more vehicles.  All the time you hear on the scanner about the cops writing tickets for no driver’s license, no insurance, expired tags etc and then letting the person drive off. Most of the time even DWI drivers don’t seem to get impounded. The cop waits around for a sober driver to show up or the best one; parks the vehicle in a parking lot and leaves it. ALL of these vehicles should be towed!

This spring a friend of mine son Michael was hit by an uninsured driver.  This driver of the other car was issued a ticket in Waynesville the night before for no insurance and the vehicle was not impounded like it should have. The next evening the uninsured driver hit Michael and totaled Michael’s vehicle. Michael only had liability insurance, so at no fault of his own, he was left with a totaled car. Yes, Michael will eventually get paid though the courts, but he is only getting a few dollars a month in restitution. If the cop involved had done his job correctly, Michael wouldn’t have this problem as the other drivers car would be in impound! Yes, BAD COP, NO DOUNT!

What we did without the rotation was use the closest service at the dispatcher's discretion when a deputy called for a tow truck without requesting a certain company.  It all worked out because each dispatcher knew how to get ahold of the different tow companies and had our own preferences from our own experiences having to call a service in a certain part of the County or a certain time of day.  I know that on most 3-11pm shifts back then I could get a tow truck on our scene usually within 10-15 minutes from my call and we in dispatch never had an issue with this practice. The only ones with issues were the tow companies with lousy service.

With a car blocking the roadway in St Robert, why was a Lebanon based Tow Company called? Why not call a company based in St Robert? Ok, now you are going to tell me that Rothmund’s is not a Lebanon based company, but I am going to ask why they took so long to show up. Anybody Towing was there at least 20 minutes and still no Rothmund’s truck... Maybe because they were coming from let’s say, Lebanon~?

Anybody, can you tell us how much time there was between when the officer broke down and when you showed up? I really wish you (Anybody) would have stayed and was able to tell us the exact time a Rothmund’s truck showed. But I understand that you have customers you must take care.

This situation right here should show everyone that what localguy101 is saying is true. This would also explain why the tow list is so slow in coming. There is no logical reason to call a Lebanon based tow company to move a car in St Robert when there are 3 St Robert based companies that could have handled the matter a lot quicker. This point is proven because Anybody Towing did...

JB, why is the sheriff department paying for tows when a local company is offering to do them for free? You don’t pay for impounds, so why not do a trade off and give this company the impounds? This seems like it would be a win win for everyone.

Thank you Anybody Towing for taking the innovative to at least move the patrol car off the roadway. We can tell you were brought up in the old school of thinking and not arguing with a police officer. I at least think that this was one of the few times it was warranted. We all know that JB can't afford to lose any more cars. At least this one is repairable and not a total.

Looks like Pulaski County voters messed up. The sheriff needs to be person that can be trusted without question and Mr Long is not that person. If he can't even do the right thing for his wife and family, why should we trust him as sheriff? I would be willing to bet that allot of people voted for him because of his name, not because he was a good person. Too bad this didn't come out till after the primary...

Mr Long, I have asked you a question and you have not responded. My question can almost be construed as a question of if you wouldn't be taking kickbacks like the current sheriff is. (Which it appears he is because he has never provide truth that he isn't) Also you have not had a response to this issue. Again, if its not true, come on here and publicly denies the allegations. Your silence makes us assumes that you are guilty...

Mr. Long, Please accept my apology for being too harsh. My statements should have been worded differently. They should have been worded in questions than statements. I have had my other half cheat on me and it brought back some bad memories. Also, I had some personal issues the same day and let both of them interfere with what I was writing here. There are some things that spell check doesn't find that the brain should.  :-[  Yes, it is a fact that I would have preferred that someone else had won, no question there. I am happy that JT is not getting in and that is the main point. I have had my run in with JT and there is nothing nice to say there...

The matter at hand here now is who of the 2 of you that’s left should we vote for. I for one would like to know that you are supportive of local business or not. I don't think that is a hard question to answer.

Again, please accept my apology and answer my question, Thanks!

Congratulations to Ronald Long and Bill Anderson on the win for your respectful nominations. So far you guys have been running a good, clean election. Please keep it that way! Pulaski County will be severed well with either one of you that wins in November. It appears based on the Commissioner race, that the winner will have the extra money that JB can only dream about now. I see the LE tax being brought to the voters very soon.

Ronald Long and Bill Anderson, since I know both of you are members of this board, and neither one of you have answered this question yet, please tell us now whether you support local businesses or not.

My 1st question is:

In your official capacity as sheriff, would you spend county money with an out-of-county business over a locally owned businesses just to save a few bucks? (Yes, this is directly tied to my comments here: http://pulaskicountyweb.com/smf/index.php?topic=69.1350 but is a (and should be) valid issue for all Pulaski County business owners.)

My 2nd question is:

Will you use a tow rotation like the local cities or will you be continuing the present  policy of predominately using just one tow company for PCSD tows and impounds?

Thanks for your time and quick answer!

My vote is going to be for JOHNNY BURGESS. He has more than answered every question that has been asked. He is also supporter of using local business when ever possible and that should be a vote getter from every business owner in the county by itself. He also has current, first hand knowledge of the day to day workings and problems of the sheriff's department. This alone will make a seemless transition to the new sheriff. JOHNNY BURGESS has a well rounded education in all aspects. It appears that he would be knowledgeable is just about any situation that he would come up to while being sheriff. Without an in depth look, it would appear he is the most educated person to run as sheriff for Pulaski County. In this day and age when the criminals seem to be 2 steps ahead of the law, I can see that this will come in real handy. As for work ethic JOHNNY BURGESS would appear to be second to no one. The fact that he is volunteering for THE SHERIFFS OFFICE WHILE WORKING FULL TIME AND RUNNING FOR OFFICE and not just sitting on his tail at the local gas station or his house equals 2 thumbs up in my book. Overall JOHNNY BURGESS appears to be the best person to lead us at the sheriff department for the next 4 years...
AND JOHNNY BURGESS HAS PROVEN HIMSELF AT WORKING WELL WITH COWORKERS AND THE PUBLIC NOT JUST ORDERING AROUND MILITARY PEOPLE.

My vote is going to be for Nick Pappas. He has more than answered every question that has been asked. No matter what you say on here, the only way you will truly be heard is go vote! We all may have differing opinions on who to vote for, but the main point is GO VOTE!!!

Now for my 2 cents...

You can tell allot about the candidates, just by what they have said of not said here. Take JT and Anderson for example. Both are members of this site, but neither one has taken the time to come on here and answer questions. In this day and age, you can tell that these 2 people are out of touch with the public by not using the main public internet forum in Pulaski County to answer questions.

JB, After rereading the last couple pages of this tread, I believe localguy101 has already told you where to look. Its in this post on the bottom of page 46 here :

There is only 2  people between JB and the dispatcher so his problem should be really easy to find. If that he wants to find it...

So, who are the 2 people between you and the dispatchers? And do which one of their roles directly affect the towing rotation?

Is it the distpatcher making his/her own call? Is it the distpatcher's boss telling the distpatcher what to do? Or is it boss's boss calling the shots?

In my opinion, It looks like one of your own department is trying to tell you that you have a bad person inside the office and is afraid of his/her job if it was done within the department.

19
This is just a generic question,

What is the ratio of offenders that reoffend if given probation? Meaning if 10 people are given probation, does say 6 reoffend?

It just seems to be alot of people who are on probation, who are given a second chance, get in troble again...

Please excuse me if I do not have my grammar right, it’s way too late!  :sleepy:

This is not what I had asked... Amounts paid without actual descriptions of what was done does not help. Example say Poor Boys tow was from Rolla and Rothmund’s was from Waynesville, of course Rothmund’s tows will be cheaper...

Since we are listing tows, 1) What is the current list for this year and 2) How many times have you called each tow company to do impound tows for both 2011 and 2012?

I want to know---Have you asked local (Pulaski County) tow companies to price match the tows that you are paying a Laclede County business to do?

I am sitting at the computer and finishing up so paperwork due in the morning, I am listening to the scanner and reminded me I have not received and answer to this post. I am just wondering how it is coming?

The situation that reminded me of this is your officer 337 stopped a vehicle for something and asked the dispatcher for a tow truck. After a few minutes delay, the dispatcher stated that Rothmund’s would be on their way. BTW Matrsnot, this was not a owner request.

Just a little info, from listening to the scanner for the last 90 days of so, I have learned that when the city of Waynesville or the city of St Robert officers asks for a non-owner request wrecker, they ask for "next available 10-51" (ie tow truck), when the county depty asks for a tow truck, they just ask for "a 10-51" (please note, no next or next available). Could this wording differance mean the officer already knows whos coming and they just want one? That would lead up to the following:

Don't look too far down the deputy ladder for your issue.  I bet a good review of their financial records would yield interesting results.

It would seem that the dispatcher has control of who he/she calls, could localguy101 could be on to something?

And yes I have had a discussion with a wrecker driver who vowed to match Rothmund’s prices for our department business.
    JB

If as you say so other company has agreed to match rates, why don't you use them?

What became of this? I couldn't find the answer.

I am looking forward to your answers. Thanks and good night.

I prefer to spend the money locally but in all fairness it truly depends on the amount of savings.  The department operates on a minimal budget so we do have to watch our money closely but the bottom line is I will spend every dime I feasibly can in the county to support our local business owners.

Thanks to NPappas for answering my question. This question seems to tough for the other candidates to answer....

Answer to Question 3

Pulaski County Sheriff’s Office Wrecker Bills 2011

1. On 1-31-2011 Poor Boy Wrecker                    $75.00
2. On 3-17-2011 C&C Towing                            $45.00
3. On 3-24-2011 Poor Boy Wrecker                    $65.00
4. On 8-11-2011 Poor Boy Wrecker                    $125.00
5. On 10-6-2011 Rothmund’s Wrecker   2 cars   $85.00
6. On 10-20-2011 Jacks Wrecker                         $165.00
7. On 11-3-2011  Rothmund’s Wrecker   2 cars   $60.00

                                                                         Total $620.00

This is not what I had asked... Amounts paid without actual descriptions of what was done does not help. Example say Poor Boys tow was from Rolla and Rothmunds was from Waynesville, of course Rothmunds tows will be cheaper...

3) A) First, Rothmunds is a Laclede county business, they do business here, but they are not headquartered here. Second, I can't believe no wrecker service from inside the county will match Rothmunds rates... Have you asked? I could find, in the phone book, 8 (headquartered here) Pulaski County tow companies. None of the 8 would match or beat Rothmunds' rates?

I've reposted this question just in case you missed it.

First thank you for the PM. Your name is safe with me and I will not post your name or tell JT. Second I owe you an apology, your first post caught me after a rough day and I responded a little more sharply than I needed to. As to the 5 stolen vehicles that one day, the Army used their own wrecker, Road and Bridge came and got their vehicle, and Poor Boys Auto Salvage came and got the other 3 at the same location. I understand that Poor Boys charged one tow $800.00 but I am also told it took them over 5 hours to get that car out of the woods so that is not a bad price. No it is not a high price, I well know from past experience that if it took over 5 hours in that heat then it was an SOB of a wrecker call. One wrecker I know adds a $150.00 charge if you try to pick up your car without an appointment. Storage fees vary a lot. So in the end there is a lot that can go into a wrecker bill.

So with high wrecker bills a definite possibility my policy is for the PCSD to make the decision on who picks up the car as a last resort. Vehicle owner or person in control gets first pick. If it can be safely left where it is then leave it. If it has to be moved and there is nobody else to make the call then we will pick. Keeping all wrecker drivers happy with the number of calls they get is sort of like herding cats. Never has seemed to work out no matter what we do.

      JB

1) Thanks! 2) No problem here, we all have bad days. 3) Understandable that the owner would get first pick, 4) Prices are high, but a quick search of eBay shows that new tow trucks aren't cheap...

http://motors.shop.ebay.com/Commercial-Trucks-/63732/i.html?Type=Tow%2520Trucks&Model%2520Year=2013%7C2011%7C2009&rt=nc&_dmpt=Commercial_Trucks&_fln=1&_pcats=63732%2C6038%2C6000&_trksid=p4506.c0.m282

Looks like $80,000 would buy a decent new truck. I can't even begin to imagine what insurance would cost. Never mind the used big truck wrecker that is $250,000. I think I will stick to my Kia.

No, its not entended to be. Nor I do not know if other candidates have used non-county businesses. I don't think i've meet any of the candidates.

If they shop or use a non-county business for personal use, thats not really the question. The question is if in their offical position, they would use a local business even if it cost a couple bucks more...

I will edit my question to make it clearer.

This question is for the Sheriff candidates. (edited post to be clearer)

My question is:

In your official capacity as sheriff, would you spend county money with an out-of-county business over a locally owned businesses just to save a (very) few bucks?

I think this a valid support question, to see if the canditates supports local businesses that pay taxes here in Pulaski County vs non-county businesses that do not pay taxes here even if it cost a few dollars more.

Yes, this is directly tied to my comments here: http://pulaskicountyweb.com/smf/index.php?topic=69.1350 but is a (and should be) valid issue for all Pulaski County business owners.

The Sheriff’s View #28 for the week of July 9 through 13, 2012.

Speaking of cars I sent out a news release on our brush with fame and the five stolen cars we recovered in just one day. Talk about busy one deputy had to come back to the office and pick up more tow sheets. But then again he got three stolen cars in the same patch of woods.

It is my understanding that when a "tow sheet" is issued, this is no cost tow for the issuing department (ie the PCSD in this case) the cost belongs to the vehicle owner. Is this correct?

If so, was the stolen vehicles towed by any of the avaiable 8 Pulaski county tow companies? Or were these stolen vehicles towed by a Laclede county (Rothmunds) tow company?

You are welcome for the praise, from what I know, JT is one crooked man.

1) I am glad I was not the only one that did couldn't figure it out either. The main part is the deputy was ok and as hard as it maybe, the car is replaceable.

2) That is a completely understandable situation, thanks for the clarification.

3) A) First, Rothmunds is a Laclede county business, they do business here, but they are not headquatered here. Second, I can't believe no wrecker service from inside the county will match Rothmunds rates... Have you asked? I could find, in the phone book, 8 (headquatered here) Pulaski County tow companies.     B) The jail is, at least on my understanding, a issue that is a commissioner issue. Hopefully the next election cycle will bring a commissioner in that has better financial sense. I for one wish one Dumb*** would get off his *** and give the money needed to build a new jail. Or at the very least let it go for a vote! I believe this issue is yours and yours alone.

4) If this deputy is a good person, with a good driving record other than this matter and the fact this appears to be a no-fault accident, a reprimand is more than a sufficient in my book.

I will message you with my name, but don't really want to post publicly. JT people are watching.... ::D:

1 and only 1

 Thank you for all of the praise on the fine work that we have recently done that was also pointed out in the article. As to your gripes;

1. Fault, do not believe the Trooper figured it out either.
2. Car outside of county; we have cars outside of the county every day on inmate transports, investigations and so forth. In this case the deputy lives close to the wreck scene. Sad but true considering our low pay and lack of a good employee benefit package we are sometimes forced to hire somebody who lives outside of the county.
3. Rothmounds does business in both Laclede and Pulaski County. They haul our cars for the lowest cost of any local wrecker, including free. As long as my auto expense budget is peanuts I will use the cheap cost wrecker. If you want to bitch about Pulaski County tax dollars being spent outside of the county please tell me what steps you have taken to complain about the $3.5 million spent housing our inmates outside of the county since 2001.
4. Fault punishment; catch 22 without a fault finding how can I take action? The deputy in question has been one of our best. Yes I have spoken to him an this driving issue so if you want to call that a reprimand then do so.

My policy on all issues will be in effect for another 178 days. Then you will have a new sheriff to bitch about. Who knows maybe the new guy will be brave or stupid enough to come on this web site like I do and answer the bitches.

      Have a nice day.
